Below are forms you may need to complete for contacting the Office of Trade Compliance (OTC) and/or for documenting your exports.

Purchasing Services

Product Classification Certification PDF version

In order to fully comply with U.S Export Regulations, certain University departments must obtain from the supplier the U.S. Export Controls classification of each good being procured and having a value greater than $10,000 (or greater than $100,000 for Delegated Purchasing Units). The Office of Trade Compliance has created the Product Classification Certification form, which you can provide to the supplier, to help you obtain the export controls classification. University departments must include Export Controls classification information and other required supporting documentation with a requisition to the Purchasing Services department for purchase order creation.

International Shipments

All shipments must be processed through the University's ProShip system.

For international shipments, the ProShip system requires certain export controls information, including the Export Control Classification Number (ECCN).  If the item you are exporting was procured through a third party, the easiest way to obtain the ECCN is to contact that party and request the ECCN  If the item you are exporting was developed at the University of Pittsburgh, please contact the Office of Trade Compliance for assistance in finding the correct ECCN.

Technology Control Plan (TCP)

In certain situations, your project may require a Technology Control Plan (TCP) to properly protect items or technology that fall under the export control regulations. The Office of Trade Compliance will work with you to draft such a plan. A sample of this document (PDF) is provided for your reference only.

Biological Imports

Import shipping declaration fillable forms for use ONLY with previously reviewed and determined USDA or CDC exempt materials. If these forms do not meet the description of the materials to be obtained and cleared by the Import Specialist, please email researchsecurity@pitt.edu for further guidance.
